President reviews constitutional committee achievements

ADEN, Nov. 24 (Saba) – President Ali Abdullah Saleh got acquainted on Saturday with achievements of the Constitutional Committee in drafting the constitutional articles concerning the initiative of president Saleh to improve the political and democratic system in the country. During the meeting, the committee presented a report on a draft of the articles pertaining to the country’s authorities based on the principle of separation of powers, creating the two legislative chambers (Parliament and Shoura Council) and identify the constitutional accountabilities of each and the tenure of both chambers’ members, which was determined to be four years according to the president’s initiative. It also dealt with draft articles on switching the local authority to a local ruling system embodying the principle of the administrative and financial decentralization and widening the people’s participation in making decisions in local affairs. The report also included the constitutional procedures related to the ratification of the amendment drafts. Saleh praised the committee’s efforts, asserting the importance of speeding up implementing its duties and taking in consideration all remarks and views on the amendments. The President’s initiative included ten points toped by canceling the government and approving only a presidential system, developing decentralization and giving women 15 percent of seats in high posts.
